Josefa Dengler advises clients on competition law and public procurement law. She represents clients in legal proceedings before the German and European courts, as well as other authorities, including the European Commission and the Bundeskartellamt.

  • Public procurement and competition law advice to FASTNED with regard to the establishment and operation of charging infrastructure for electric vehicles in Germany
  • Antitrust law advice to and representation of EDEKA in several ongoing follow-on damages proceedings
  • Public procurement law advice to BPI on how to take the location of production into account when awarding discount contracts for certain pharmaceuticals
  • General public procurement and contractual law advice to juris including advice in various public procurement procedures
  • Advising and representing German Naval Yards Kiel on public procurement law in the procurements of MKS 180 frigates
  • Handling German foreign direct investment procedure for Cosco Shipping Ports on the acquisition of voting rights in HHLA Container Terminal Tollerort
  • Representation of Shell in an energy tax dispute (currently at ECJ)
  • Advising BMW on customs related issues


Josefa studied at the Heidelberg University Faculty of Law, the University of Ottawa, and the College of Europe in Bruges, where she obtained an LL.M. in European Law. Subsequently, Josefa completed her clerkship at the Higher Regional Court of Berlin. Prior to joining BLOMSTEIN, Josefa gained practical legal experience at the German Federal Ministry for Economic Affairs and Energy, at an international law firm and at a non-governmental organization in South Africa.
