Public Procurement Law

• Successfully representing Recare Deutschland in review proceedings before the Higher Regional Court (OLG) of Karlsruhe regarding the exclusion from a public procurement procedure due to alleged violations of data protection law

• Representing C.G. Haenel regarding the procurement of 120,000 assault rifles for the German Armed Forces, in particular representing the client in a review procedure before the Federal Public Procurement Chamber and the Higher Regional Court in Düsseldorf

• Advising and representing a European construction company in various procedures in Germany, Sweden, Hungary and the UK (ECJ and Higher Regional Courts in Düsseldorf, Berlin and Hamburg)

• Advising Flensburger Schiffbau-Gesellschaft (FSG) on various public procurement procedures for ships for the German Navy

• Advising Amprion on public procurement law issues in an award procedure regarding certain power plants (so called “besondere netztechnische Betriebsmittel”)

• Advising and representing German Naval Yards Kiel on public procurement law as well as representing the company in various procurement procedures including the procurements of MKS 180 frigates and K130 corvettes

International Trade Law

• Advice to and representation of Infineon AG regarding international trade law issues

• Advising an industrial gas company on the import of chemicals

• Advising a European company on human rights compliance

• Advising and representing various companies and individuals on voluntary self-disclosures in cases of non-compliance with reporting obligations under the Foreign Trade and Payments Ordinance (AWV)

• Advising various industrial companies on export control and sanctions law concerning the supply of goods or the provision of services in connection with Russia, Iran, Ukraine, India and Israel

• Advising international companies on alleged violations of German and European export control laws

Florian studied law at the universities of Osnabrück, Germany, and Budapest (Pázmány Péter Katolikus Egyetem), Hungary. Since 2014, he holds a Doctor of Laws degree (Dr iur) from the University of Osnabrück. Prior to joining BLOMSTEIN, Florian worked as an associate at Freshfields Bruckhaus Deringer, Berlin.

Florian completed his legal traineeship at the Higher Regional Court of Berlin, with stations at the Public Procurement Review Chamber of Berlin and at Freshfields Bruckhaus Deringer’s New York and Berlin office.
