Ines Florinde Horn advises German and international clients on international trade and public procurement law matters.
In international trade law, Ines specialises in export control, sanctions and customs law. She offers clients strategic guidance on trade compliance matters, including the classification of products in accordance with export control lists and associated trade restrictions. She also advises in relation to infringements in this area, including government investigations. Additionally, she focuses on excise duties, in particular energy, electricity and alcohol duties. She represents German and international clients before the Customs Administration, the Federal Office for Economic Affairs and Export Control (BAFA), as well as before German fiscal and administrative courts and European courts.
In addition, Ines provides counsel to both contracting authorities and national and international bidders on public procurement law matters. She also represents them in review proceedings before the relevant public procurement review bodies.
Ines is admitted to the Bar in Germany (Rechtsanwältin) and a member of the German Women Lawyers' Association (Deutscher Juristinnebund e.V.), where she serves as a mentor.

Ines studied law at the University of Cologne, specialising in tax and accounting law. She subsequently obtained a Masters of Laws degree (LL.M.) from the University of Toronto, Canada. During her studies, she worked as a research assistant for Prof. Dr. Wolfram Höfling at the Institute of Constitutional Law, and at the University of Toronto where she assisted University Professor of Law and Philosophy David Dyzenhaus, Albert Abel Chair. After her first state exam, she worked as a research assistant at BLOMSTEIN and at a major international law firm. Ines completed her legal traineeship (Referendariat) at the Berlin Court of Appeal (Kammergericht Berlin), including placements at the Berlin Administrative Court and a specialist public law firm.
