Leonard von Rummel is specialised in public procurement and international trade law. His expertise covers export controls and sanctions law as well as anti-dumping and safeguard measures. Additionally, he regularly advises international companies in German foreign investment control proceedings in connection with cross-border M&A transactions. Furthermore, Leonard focusses on excise duties (especially on energy, electricity as well as alcohol taxes). He regularly represents his clients in proceedings in front of customs authorities, the European Commission and the German Federal Office for Economic Affairs and Export Control (BAFA) as well as in front of the administrative and fiscal courts. In procurement law Leonard supports both contracting authorities and tenderers in procurement procedures and represents their interests in front of the review bodies. Focussed areas include Infrastructure and Health Care.

Leonard studied law at the Eberhard-Karls University of Tübingen, the Université Aix-Marseille III, France (Maîtrise en droit international et européen) and the Stellenbosch University, South Africa (LL.M.). His legal traineeship completed Leonard at the Hansetic Higher Regional Court in Hamburg with stations at Federal Ministry of Economics and Technology and law firms in Hamburg and Shanghai.
Leonard’s doctoral thesis deals with the legal aspects of recommunalisation.
